Sorry - this is not really a great bug report but maybe will help others having this issue. Without specifying the engine version explicitly the engine version defaults to 5.7.12. If I try to create an RDS cluster without specifying the engine version explicitly the creation fails. It's also available for Aurora MySQL 2.06 and higher, which is compatible with MySQL 5.7."
